Abstrack
Sukabumi Regency is currently in a transition period towards the Universal Health
Service Coverage which is targeted to be completed in 2019. In implementing the policy
supporting this program, there are some obstacles in its implementation so that there are
still many people in Sukabumi Regency who have not been Health BPJS participants at
presents. The purpose of this study is to determine what possible factors causing some
of the population in Sukabumi Regency for not becoming Health BPJS participants.
This research is a qualitative research and is carried out by using a case study method.
The data sources in the study are primary data and secondary data with data collection
techniques using in-depth interview methods and observation. The data analysis was
carried out by reducing data, making data displays and drawing conclusions. Based on
an analysis of Universal Health Coverage's policy implementation, the local government
of Sukabumi Regency has had a strong commitment and has worked on the Universal
Health Coverage by creating a Circular No. Regent. 440 / 635-2018 to implement the
National Health Insurance program in Sukabumi Regency. The Identification of factors
that influence the participation of health BPJS are (1) the communication has not been
effective (2) the resources are not optimal (3) the attitude of policy implementers /
implementers consisting of Health Institution and Health BPJS staff in implementing
the policies has been accordance with their authorities, however there is still a sectoral
ego (4) the existence of a bureaucratic structure with the health service as a leading
sector is not optimal because there are several policy objectives that have not been fully
realized and (5) the lack of community participation in supporting the UHC program. If
all factors that can affect the implementation of Universal Health Coverage policy are
not immediately addressed, the Universal Health Coverage policy of National Health
Coverage in Sukabumi Regency will not be achieved by 2019.
